| The Tax Collector's
Office collects Property Taxes, Insurance
Premium Licenses, Beer/Liquor and Chain Store
Licenses and works closely with the St. Mary
Parish Sales and Use Tax Office on the
collection of the Occupational License tax.
The Cemetery Sexton manages and collects
on sales in Franklin Cemetery and Perpetual Park
Cemetery. This includes the sales of both
cemetery plots and mausoleum crypts.
The Insurance Trustee manages all
property insurance policies as well as all
benefits available to employees.
The City Clerk is the liaison to the
City Council and official record keeper for the
city. Monthly council meetings, special meetings,
and committee meetings are coordinated and
documented by the clerk.

Born and raised in Franklin, Karen LeBlanc
has been employed with the City of Franklin
since 2007 with the beginning of her tenure as
the Assistant Tax Collector. In 2008, she was
appointed as Director of Administration and City
Clerk. Karen is also entrusted with the titles
of Tax Collector, Insurance Trustee and Cemetery
Sexton.
Karen has an Office Systems and Technology
degree from Louisiana Technical College and a
Bachelors Degree in Business Management from
the University of Phoenix. Karen and her husband
are raising two children in Franklin. |
